Commercial area (GE) and special area (SO) with purpose "solar park"
The areas are located on a former Bundeswehr site – the former NATO airfield in Leck. The commercial site is located on the outskirts of Leck directly on the B199, the main road from Flensburg to the North Sea. The North Sea is approx. 20 km from Leck. The nearest train station is in Niebüll (approx. 10 minutes away). From there, the train departs for Hamburg and the island of Sylt. The A 7 highway to Scandinavia or Hamburg is around 27 km away (Flensburg junction). The B 5 also runs south of Leck. It is the main north-south axis along the west coast of Schleswig-Holstein and leads south to the A 23. Leck is therefore also very well connected to the Heide region and Hamburg. The location has three ports in the immediate vicinity (Husum, Flensburg, Büsum) as well as numerous airports (Sylt, HH, FL, Billund (DK)). In addition, the former NATO airfield is still a special landing site for air traffic and has an aviation permit. Leck also has good access to universities, scientific institutions and further education facilities on the west coast. The municipality of Leck is located in North Friesland, in Germany’s largest energy transition region, on the “bridge” to Scandinavia, just 15 km from the Danish border, 80 km from Heide and 180 km from Hamburg. It has around 7,900 inhabitants and approx. 300 retail, commercial and service businesses. Leck is well connected to the cities of Niebüll (15 min), Husum (40 min) and Flensburg (45 min) and on the Danish side to Tøndern (25 min), Sonderburg (60 min) and Esbjerg (90 min). Leck has numerous shopping facilities and many leisure activities in a top vacation area (including hiking, cycling, excursions to the sea and to the islands/Halligen).
The municipality of Leck has developed the “Green Business Park” and the “Green Datacenter Park” on the former NATO airfield in Leck. This exposé addresses the Green Business Park. The Green Business Park is aimed at energy-intensive, manufacturing industries (with high electricity/heat requirements) and companies that benefit from the immediate proximity to the only (future) test track for autonomous driving of the Federal Motor Transport Authority (KBA). Exhaust emission tests are also carried out on the KBA test track. A total of 201,000 square meters (20 ha) of commercial and residential areas are available. See the attached overview/map for the area distribution. Areas 1a, 1b, 2 and 3 belong to B-Plan 46, while area 4 belongs to B-Plan 52. Both B-Plans are attached here. A building plan is also attached. The plots can be freely parceled out within the areas, but the marketability of the remaining area must be guaranteed. Settlements are possible from 0.5 ha. The spaces in the Green Business Park are characterized by the fact that they are supplied with 100% local green electricity and connected to a 100% renewable heating network. GE space 1a (40,000 square meters) offers ideal conditions for companies with an electricity consumption of over 500MWh/a. In addition to access to a local area network with 13 MW generation capacity, long and short-term energy storage, open PV areas (40,000 square meters in total) can be acquired on area 1b, thus ensuring favorable prices for high volumes. For companies with over 250 MWh, area 3 (11,000 square meters) also offers access to the local area grid and thus the possibility of obtaining electricity at very low cost. Low and stable electricity costs (8-14 ct/kWh, depending on operation, including all fees and charges until 2040) can be achieved with the help of a highly self-sufficient renewable electricity supply on both sites. In total, more than 80% of the entire electricity requirement can be generated from own CO2-free production. GE area 2 offers both the immediate vicinity of the KBA test site for autonomous driving and spacious halls that allow rapid utilization. GE area 4 borders directly on the B199 and is suitable for businesses with increased traffic volumes. GE areas 2 (86,000 sqm) and 4 (24,000 sqm) are not part of the area grid, but can draw electricity from it, albeit subject to grid charges and levies. As a result, the electricity costs in areas 2 and 4 will also be significantly below the usual market level. The plots will be offered fully developed from the end of 2024/beginning of 2025. The development will take place in the course of 2024, so that construction is expected to begin in 2025. It may be possible to market the existing halls in advance, as the transport links are already in place. Thus, if necessary The existing halls can also be used ahead of schedule. This must be checked on request in each individual case. The purchase price includes: Development contribution for the land and infrastructure (roads/paths as well as waste water, rainwater, fresh water). There are also notary fees, land transfer tax, connection costs and surveying costs. There are also additional costs for the fiber optic connection and the heat supply.
The development is carried out in accordance with B-Plan 46 of the municipality of Leck for areas 1a, 1b, 2 and 3: GRZ = 0.6 / BMZ = 10.0 and top up to 25m above sea level. For area 4, the development is carried out in accordance with B-Plan 52: GRZ = 0.8 / BMZ = 10.0 and top up to 25m above sea level. Retail trade and wholesale trade with a retail-like sales structure are not permitted (exceptionally max. 10 % up to max. 250 sqm sales area per business). Company apartments are not planned. In the commercial area, the permitted building height may be exceeded as an exception for technical structures such as chimneys and ventilation systems. Buildings with a maximum length of 120m are permitted provided that the lateral boundary distance is maintained. The specified noise emission quotas (LEK day: 60, night: 45) must be complied with. The adjacent special area (SO) has the purpose of a “solar park”. GRZ = 0.4 and top up to 10m above sea level / bottom 0.8m above ground level. The provisions of the development plan must be observed for all areas in B-Plan 46.
